The Panchayat Raj system in India means the Rural self-government system. The State legislatures have established it for the creation of democracy at all the state of India at the grassroots level, and it has been given the responsibility of rural development.

The Present-day Panchayat Raj System was introduced in 1959 on the recommendations of the Balwant Rai Mehta Committee (1957).

The gram panchayat is established in villages with the population more than 200 villages having a population less than 200 may constitute Gram Sabha with adjoining large village. The gram panchayat is the lowest level of the panchayat Raj institution, whose legal authority is the 73rd Constitutional Amendment of 1993.

Gram panchayat?

Sarpanch: – A sarpanch (Pradhan) is a decision-maker, elected by the village -level constitution body of local -government called the Gram Sabha (Village government) in India.

  • Composition: – one sarpanch and other punches. No punches are dependent upon the population of the village.

Minimum: – 5 Maximum: – 13

  • Election: – The members are elected through the direct election by the member of gram Sabha. The village is divided into wards and one member is elected through each ward.

After the election result, the gram Sabha elects the sarpanch and other punches

  • Tenure/ Time limit: – the tenure of sarpanch and other punches is 5 years. After every five years election is conducted Again for sarpanch and other punches.
  • Chairman: – sarpanch is the chairman of Gram panchayat. The final decision is taken by sarpanch with the suggestion of other punches
  • Meetings: – At least one meeting in one month is compulsory and the majority of the panchayat members should be presented.
  • Reservation in Gram panchayat

1) For sarpanch

*General Reservation

The seats for scheduled caste are reserved in proportion to their population in Gram Sabha

* Women Reservation

Out of total reserve seats of SC at least 1/3 seats shall be reserved for women belonging to SC

Out of Total seats of sarpanches in a district, at least 1/3 seats will be reserved for the women including the seats belonging to SC women. Reserved seats shall be rotated among all panchayats in every election

2) For punch

* General reservation

The seats for scheduled caste are reserved in proportion to their population in Gram Sabha

One seat of the punch is reserved for backward classify their population is more than 20% In gram Sabha area

* Women Reservation

Out of total reserve seats of SC at least 1/3 seats shall be reserved for women belonging to SC

Out of total seats of punches in a Gram Sabha area, at least 1/3 seats will be reserved for women including the seats belonging to SC women

Functions of sarpanch?

1) sarpanch calls the meetings of gram panchayat and preside over these meeting

2) He shall keep the record of gram panchayat

3) he shall be responsible for in any and executive work of gram panchayat

4) he shall supervise the staff of gram panchayat

5) he shall perform all other functions asked by a panchayat or state government.
